Meet the Speakers:Sadie Martinez & Curtis Garrett

Sadie Martinez is a planner of integration of Access and Functional Needs in Emergency Management for the State of Colorado. As the Access and Functional Needs Supervisor for the Division of Homeland Security and Emergency Management, she is redefining how we protect every community member during a crisis.
With over 35 years of expertise spanning human development and emergency management, Sadie moves beyond labels like "vulnerability" to focus on results. She champions the CMIST resource disruption framework—an innovative approach that identifies the specific resources needed in Communication, Maintaining Health, Independence, Support Services, Safety, and Transportation to keep a community whole. By shifting the conversation from "special needs" to resource solutions, she works towards a universal language that bridges gaps across disability, culture, and service barriers.
Sadie is a dedicated visionary leader, ensuring that Colorado’s emergency operations are not just functional, but truly includes everyone.
Curtis Garrett, the Atlantis Community Disaster Preparedness Coordinator, joined Atlantis on June 1, 2020, after a 27-year career with Denver Parks & Recreation. A third-generation Colorado native, he grew up in Lakewood and attended a segregated school for students with disabilities until becoming one of the first students to be mainstreamed in Jefferson County. He graduated from Green Mountain High School and earned a Bachelor of Arts degree from Metropolitan State University.Curtis's involvement in disaster preparedness began while serving as chairperson of the Denver Commission for People with Disabilities. In 2011, he attended FEMA's "Get Real Conference," where he learned about the devastating consequences of inadequate disaster planning for people with disabilities. The conference highlighted stories of individuals being displaced from their communities, separated from their families, and, in some cases, losing their lives due to a lack of preparedness.
Guided by the belief that recovery from tomorrow's disasters depends on the preparation made today, Curtis is committed to helping the Atlantis community plan together so that everyone is better prepared for whatever the future may bring.
